Can someone born in French colonial Louisiana easier access to French nationality?

Apparently, there is a status in French law which says that anyone born in the land that once was controlled by France could obtain citizenship more easily than someone who was not. If this is true, Should not include someone born in a city that was part of colonial French Louisiana in the United States? If not, why not?

French is a child (under 18 years old) when its parent has French nationality.
